This cross-sectional quantitative research identifies the degree of adoption of project management methodologies and analyzes the relationship of their application with the project success in the Colombian context. The results of this study suggest that there is no statistically significant relationship between the application of project management methodologies and the project success.

A methodological proposal is designed for the planning of the scope, time and cost that strengthens the management of the projects developed by the services companies of Cúcuta and its metropolitan area. In the first phase, a descriptive study was carried out based on a maturity diagnosis which included the relevant tools to measure the culture in the planning of the scope, time and cost of the projects, which was validated by experts in PMI and applied in thirty companies to the officers who are in charge of the management of the projects. The second stage consisted in the selection of fifteen tools and techniques of the scope, time and cost management of the PMBOK Guide applicable in the methodological proposal according to the diagnosis. Finally, methodological guidelines for project management were designed in four social services companies, technology and computer science and civil constructions in which the tools defined in the proposal were incorporated, which will become guidelines for the execution of the projects guaranteeing the fulfilling of the deliverables, in the estimated time and with the assigned budget.

El estudio del funcionamiento del cerebro permite, no sólo el descubrimiento de sus principios, sino también en la construcción de máquinas que lo emulen cada vez más inteligentes. En ese sentido, las neurociencias están aportando importantes conocimientos sobre cómo los diferentes elementos del cerebro interactúan en el procesamiento de información, para dar origen a funciones cognitivas de alto nivel (aprendizaje, conciencia, qualía, etc.), que caracterizan la conducta humana. Por otra parte, existen cerebros que viene con una maquinaria neuronal distinta caracterizados por sus capacidades cognitivas extraordinarias, comúnmente conocidos como autistas. A partir de estos dos hechos se planteó el siguiente interrogante. ¿Qué tanto se sabe sobre el autismo y como se ha avanzado en su modelado a nivel computacional?. Este artículo da una respuesta particular a modo de síntesis teórica del fenómeno autista y avances que a nivel computacional se han logrado en cuanto a simulación, emulación y desarrollo de herramientas de apoyo relacionados con este complejo fenómeno. Lo anterior con base en más de 50 estudios tomados de bases de datos científicas, tales como: Nature, Scopus, ACM, IEEE, Google scholar, entre otras.

The research process of the collection of data supported by the survey carried out by the PMI institute, called "Pulse of the Profession" in which variables of interest are taken into account, such as: the existence of a Project office, level of application of standards and good practices applied, among others. Likewise, the analysis of the information is carried out by consolidating data taken from the selected simple, which in this case are the managers or professionals with experience in managing technology projects of the companies under study. Finally, the project concludes that a mínimum number of IT companies comply with the three elements of success of the projects according to PMI: objectives and proposed bussiness scope, time and initial Budget, inadequate cost estimation, dependence on resources, lack of management practices and changes in the priorities of the organizations are the factors that most influenced Project success rates in SMEs.

The comparative analysis of the two (2) enterprise resource planning (ERP) systems, Odoo and Openbravo, was a research work that began with the characterization of the ERP tools, the description of the general characteristics, the functionalities (hardware and software) and the advantages and disadvantages of each ERP system. The criteria for each aspect evaluated were selected under the ERP System Selection Methodology (MSSE) [1], establishing the weights or ratings for each of the functional, technical, vendor, service and economic aspects of each ERP under study, allowing an individual evaluation and comparison of the two (2) systems with the ultimate goal of selecting the highest scoring tool and defining the degree of coupling with the company in the mining sector in Norte de Santander, Cúcuta Colombia. Finally, the conclusions of the research were presented to the research community, as well as to the bibliographic references studied.

El presente artículo describe el proceso de construcción de un mecanismo de datos abiertos y colaboración abierta distribuida, como elemento esencial en la participación y cultura ciudadana en la ciudad de Cúcuta, para orientar en el uso didáctico de las tecnologías de la información y las comunicaciones TIC e integrarlas a los modelos de gestión del gobierno local y aprovechar, especialmente, las oportunidades que ofrecen las tecnologías móviles. La investigación se ubicó en el enfoque cualitativo, utilizando la teoría fundamentada, donde se tomaron 6 unidades de análisis o informantes clave; el criterio de selección de los informantes, fue intencional. Se utilizó como técnica de recolección de datos, la entrevista semi-estructurada y observaciones en el escenario seleccionado. El criterio de credibilidad y confirmabilidad fue la triangulación de los datos. A partir de los resultados, se diseñó un prototipo móvil que permite a los usuarios colaborar activamente en la construcción del conocimiento, a través de aporte de ideas e información sobre problemas relacionados con alumbrado público, movilidad, espacio público, infraestructura y limpieza pública, los cuales son expuestos públicamente a través de una plataforma abierta con acceso a través de formatos XML, RDF y OWL.

El rol de las maratones de programación en la formación académica de los estudiantes de ingeniería es claramente reflejado en un mejor desenvolvimiento durante la vida laboral. Para fortalecer el proceso de preparación de los equipos de estudiantes en las distintas competencias de programación, con énfasis en la Maratón Regional Latinoamericana y la Maratón Mundial de Programación, proponemos un marco de trabajo basado en Tecnologías de Información y Comunicación (TIC), donde se plantean y describen las actividades a desarrollar, las herramientas a utilizar, la metodología y los cronogramas. Así mismo, desarrollamos una serie de recursos que forman parte del marco del trabajo: un sitio web, un repositorio con explicaciones teórico-prácticas, ejercicios propuestos y resueltos, así como manuales de ayuda en C++ y JAVA. El marco de trabajo propuesto ha mejorado significativamente los resultados de la participación de los equipos de la Universidad Francisco de Paula Santander – Cúcuta (Colombia) en las competencias a nivel local, regional e internacional.

By physical and mathematical processing, it is achieved at first estimate the value of the ionic charge, and then the areal density. This study will provide more accurate and suitable developments in relation to applications of ion implantation as an alternative technique to increase the service life of the surfaces of the materials used in various industrial sectors developments.

El uso de dispositivos móviles y el aprovechamiento de la tecnología GPS, permiten la implementación de sistemas para analizar el contexto y actividades típicas de transporte de un usuario, a través del análisis de los datos de localización y sensores de aceleración. Este trabajo de investigación comprende el procesamiento de datos obtenidos vía GPS. Con este procesamiento se pretende detectar el modo de transporte de un usuario en segmentos de recorridos predefinidos. Para la clasificación de éstos, se usan perfiles de velocidad que identifican los modos de transporte en cada uno de los segmentos, mediante un sistema software en lenguaje de programación Java y la utilización de Matlab para el análisis y filtros de datos. El sistema software se desarrolla en dos componentes, el primero comprende el filtro y transformación de datos. Estos datos se representan en coordenadas decimales a coordenadas cartesianas. El segundo presenta la clasificación, para la detección de modos de transportes con las coordenadas cartesianas. También contiene el análisis de estados de movimientos cinemáticos. Las pruebas se realizan a través de un dataset tomado del proyecto GeoLife de Microsoft Asia. Los resultados obtenidos muestran una detección coherente sobre los medios de transporte que usan los diferentes usuarios. Estos usuarios se comparan a partir de perfiles de velocidad predefinidos.

Estimate the total charge generated in an electric discharge will allow to know the approximate value of the dose of ions implanted in the material surface [14-15], which are of great importance in each one of the experiments performed in the plasma laboratory of the Universidad Industrial de Santander (UIS), where the reactor is installed. Currently there are no applications developed to ease the process optimization and estimate the total charge generated in a pulsed electric discharge.

El factor más crítico para el desarrollo de la educación inclusiva es el docente, todavía son muchos los que no se encuentran suficientemente cualificados para afrontar la transformación que requiere el sistema educativo inclusivo. El Objetivo es conocer la percepción de los docentes de la Facultad de Ingeniería de la Universidad Francisco de Paula Santander sede Cúcuta, donde la integración de las Tecnologías de la Información y Comunicación apoye los procesos de enseñanza y aprendizaje al diseñar estrategias en el aprendizaje y ser docentes inclusivos. El método utilizado parte del estudio descriptivo y de carácter exploratorio al analizar las percepciones de los docentes universitarios, permitiendo reflejar la estructura lógica y el rigor científico del proceso de investigación, empezando por la elección de un enfoque metodológico específico y finalizando con la forma como se analizaron las percepciones que tienen los docentes acerca de las competencias docentes, propiciando el desarrollo de buenas prácticas educativas, en relación a la inclusión del estudiante con discapacidades visuales y auditiva. Como técnicas utilizadas se desarrolla el análisis documental, la aplicación de instrumentos. Resultado. Se identificaron las percepciones y necesidades formativas que presentan los docentes de la Facultad de Ingeniería de la Universidad Francisco de Paula Santander en el desarrollo de su práctica educativa dentro de un modelo de educación inclusiva para estudiantes con discapacidades visuales y auditiva, se diseñaron los instrumentos que permitieron recopilar. Conclusión. Describir las necesidades y percepciones de los docentes que formaran parte de la investigación sobre educación inclusiva.

A software product that implements a hybrid metric was developed. It articulates relevant characteristics of three estimation metrics in Communication and Information Technology (CIT) development projects: (i) history points, (ii) use case points, (iii) function points; as a planning strategy to control problems in software projects that tend to last longer than expected and generate higher costs. The Software product provides tools for making estimates based on expert judgments, planning poker and analogies with other projects that apply to agile projects. A descriptive statistical method was used in the first phase and an analytical method in the second phase. The analysis process is accomplished through the development of a Web application, used in the planning process of software projects in the Systems Engineering program of the Francisco de Paula Santander University. The article describes the characteristics implemented in each metric and its articulation process for the development of estimates. EstimaSoft is obtained as a result, as a support tool in the estimation of projects, in the identification of development trends, through the documentation of lessons learned.

For this reason, in this research a web application was developed to allow us to calculate the ionic charge generated in an electrical discharge from the experimental parameters established in an ion implantation process performed in the JUPITER (Joint Universal Plasma and Ion Technologies Experimental Reactor) reactor. The estimated value of the ionic charge will be determined from data acquired on an oscilloscope, during startup and shutdown of electrical discharge, which will then be analyzed and processed. The study will provide best developments with regard to the application of ion implantation in various industrial sectors.

El desarrollo de software es considerado una actividad compleja debido a que intervienen un conjunto de personas especializadas en lenguajes y herramientas de programación que realizan tareas bien definidas dentro de la implementación del software. En este contexto de trabajo, se hace necesario que el estudiante en su inicio de formación como desarrollador de software, tome habilidades en buenas prácticas de desarrollo, una de los cuales comprende la utilización de sistemas de controles de versiones que permiten el registro y control de cambios de proyectos de software en repositorios específicos de código de programación donde interactúan varios usuarios. El propósito de este trabajo es presentar una estrategia de aprendizaje denominada GIT-SEED basada en casos donde el estudiante trabaje de forma colaborativa con el uso de un sistema de control de versiones bajo la plataforma GitLab, desde esta perspectiva se ofrece un mecanismo de apoyo para las habilidades de trabajo en equipo, análisis y pruebas de código de programación, despliegue de aplicaciones en entornos reales de trabajo y manejo de procesos de desarrollo de software ágiles. Los escenarios de prueba de la estrategia fueron aplicados a los estudiantes de estructura de datos y programación web del Programa de Ingeniería de Sistemas de la Universidad Francisco de Paula Santander, los resultados demuestran la gran afinidad y apropiación que tienen los estudiantes en el uso de estas herramientas y la facilidad de integración de sus aplicaciones con los componentes creados en su equipo de trabajo. El desarrollo de software es considerado una actividad compleja debido a que intervienen un conjunto de personas especializadas en lenguajes y herramientas de programación que realizan tareas bien definidas dentro de la implementación del software. En este contexto de trabajo, se hace necesario que el estudiante en su inicio de formación como desarrollador de software, tome habilidades en buenas prácticas de desarrollo, una de los cuales comprende la utilización de sistemas de controles de versiones que permiten el registro y control de cambios de proyectos de software en repositorios específicos de código de programación donde interactúan varios usuarios. El propósito de este trabajo es presentar una estrategia de aprendizaje denominada GIT-SEED basada en casos donde el estudiante trabaje de forma colaborativa con el uso de un sistema de control de versiones bajo la plataforma GitLab, desde esta perspectiva se ofrece un mecanismo de apoyo para las habilidades de trabajo en equipo, análisis y pruebas de código de programación, despliegue de aplicaciones en entornos reales de trabajo y manejo de procesos de desarrollo de software ágiles. This article describes the results of the research paper "Characterization of ICT management of the Coal production sector in Norte de Santander against the guidelines of the current Strategic Plan for ICT in the Mining and Energy sector". The objective of the study details the characteristics of ICT management and its use in the unified environment of mining and energy sector companies in Norte de Santander. As a result, the basic architecture aligned with the ICT strategic plan of the mining and energy sector was identified, which includes: document and archive management, process management, geographic information management, and security. In the same way, the limitations, capacities and state of maturity of the ICT management of the mission processes of the coal supply chain are specified, taking into account the level of integration with systems external to the sector such as the mining cadastre and the Ministry of Mines and Energy, among several and finally the information systems and tools used in decision making.

The objective of the research is to describe how Information and Communication Technologies allow not only to organize in the strain bank microorganisms obtained from different environments for application in academic, research and extension processes, but also to continue characterizing microorganisms obtained from different environments for application in all these processes. Results it has been observed that the absence of Information and Communication Technologies as a strategy to organize and select viable microorganisms already identified can continue to be used and applied in industrial processes, environmental, agricultural food and pharmaceutical industry, among others, has caused the dispersion and loss of information, hindering the easy and timely recovery of the products generated, not being recorded and stored information that is generated. The "Laboratorio de Investigaciones en Microbiología Avanzada y Biología Aplicada" must create its own website and web application that allows strengthening the strain bank, allowing them to be visible with the production generated there.

Scientific communication and diffusion is one of the challenges of higher education institutions, related to the implementation of strategies of free access to the scientific and technological productivity of the teachers and researchers of the institutions, which allow to increase the visibility and impact of the research, for which a model of information architecture of the technological platform for the management of the investigative production of teachers and researchers was designed, under an environment focused on satisfying the information needs of the users that allows to organize, to group and to visualize the information by means of metadata. The research is of exploratory-descriptive type, through which the products of science, technology and innovation that should be visible in the technological platform were identified, generating as a result an architecture model-view-controller, with data storage in a relational database, which has access through a RESTful API made in Java, the views and controllers were made in HyperText markup language and JavaServer pages respectively. MySQL was used as a relational database engine to store information and MYSQL Workbench as a platform for the construction of the relationship model between entities, tables and columns; which will be used as a framework for the design, planning and implementation of the technological platform.
